Is a learners permit considered a drivers license for bankruptcy exemptions in Texas?

A learners permit, or a drivers permit, can be used to exempt a motor vehicle when using Texas bankruptcy exemptions.

The Texas Transportation Code states in Sec. 521.001:

(3) "Driver's license" means an authorization issued by the department for the operation of a motor vehicle. The term includes: (A) a temporary license or learner license; and (B) an occupational license.
